Biography
Javier Mauricio León is an energy and infrastructure project engineer spanning the full project/portfolio lifecycle: maturation and business cases; execution oversight, performance governance, value assurance, and claims.
He has held operator and consulting roles on energy investments and infrastructure across Latin America, the Caribbean, the United States, China, and Africa, covering renewables, oil & gas developments, and industrial assets.
His work integrates financial structuring, maturation models, portfolio balancing, project controls, to protect value under execution uncertainty, and he serves as an independent technical expert on technical, contractual, and financial disputes.
His toolbox combines maturation frameworks, project finance, project evaluation/monitoring, PMI-based project management, portfolio governance, performance monitoring, ESG investment criteria, and applied economic analysis.
He holds graduate degrees in Public Administration—Extractive Industry & Sustainable Development (Columbia SIPA), Corporate Finance—Project Evaluation & Monitoring (CESA Colombia), and Project Design, Management & Control—Project Maturation Models (University of León, Spain).

Biography
Dr. R. V. Shuklin was born in Donetsk, Ukraine, and graduated from Donetsk Technical University in 1999 with a degree in Electrical Power Stations. He has over 25 years of hands-on experience at major thermal power plants in Russia, specializing in practical fault risk assessment, analysis of vibration effects on brush-gear assemblies (BGA), and prevention of cascading failures in these critical components of synchronous machines.
Dr. Shuklin is the author of several scientific publications, including a recent article in Power Technology and Engineering (Springer, 2026) titled "Fault Risk Assessment for Adjusting the Brush Gear Assembly of Synchronous Machines." He has filed a patent application for an advanced diagnostic system that integrates 3D geometric analysis, machine vision, and sophisticated current signal processing — including CV, skewness, entropy-based methods, digital and mechanical brush fingerprinting techniques, and other advanced diagnostic approaches.
His current research focuses on the development of digital diagnostic frameworks and the early detection of synergistic defects in brush-gear contacts.

Mr. T. Prasanna Vengatesh is a materials researcher specializing in polymer composites, adhesive-bonded structures, and sustainable materials. His work focuses on developing eco-friendly polymer systems by integrating biopolymers, such as tapioca starch, with synthetic polymers like ABS to improve mechanical performance while reducing environmental impact. He has conducted extensive studies on filler reinforcement, miscibility enhancement using natural additives such as cashew nut shell liquid (CNSL), and optimization of polymer processing techniques. Mr. Vengatesh has published multiple peer-reviewed articles on polymer blend miscibility, mechanical characterization, and sustainable composite materials. His research aims to combine experimental and analytical approaches to design high-performance, environmentally conscious materials for industrial and engineering applications. He actively contributes to conferences and workshops in materials science, polymer engineering, and sustainable energy.
